If you are at least 21 and a resident of Kansas than you are not required to hold a permit to possess or carry a firearm, concealed or otherwise, in the state. If you are between 18 and 20 than you must get a permit, but it is a concealed handgun permit, not a general use permit or a registration of the weapon.
A concealed carry permit is needed for a handgun if you are between 18 and 20 years old. This is the reason that you will get a CCHL that states provisional on it. When you are over 21 and go to renew, than the provisional status is than removed.

No, Kansas does not have a state law that requires a background check prior to the sale of a firearm, but federal law requires all federally licensed firearm dealers to perform a background check before any sale of a firearm.
The state has no protocol for a background check to be run, and the state is not affiliated with the national background check program. The background check is performed on a federal level and the seller is required to call the FBI in order to initiate the process and than wait for the results before transferring the firearm.

If you are under the age of 21 you are required to have a CCHL in order to possess a firearm, for which the class is needed. So if under 21 you must take the class to be in lawful possession of the firearm or ammunition, but other than that, no class or course is necessary.
