New Jersey is a very strict "may issue" state when it comes to concealed carry. People applying for a permit have to "specify in detail the urgent necessity for self-protection, as evidenced by specific threats or previous attacks which demonstrate a special danger to the applicant's life that cannot be avoided by means other than by issuance of a permit to carry a handgun.". In practice New Jersey is closer to a "no issue" state. The only real exceptions are retired law enforcement, and armed security guards. Armed security guards require a letter from their security company to get a permit, even then the permit is usually restricted to carrying only while they are on duty.
